you STILL can't make a commercial with it, without paying ADDITIONAL fees for commercial usage.
Those are 2 separate issues.
Buying the rights to LISTEN to a song,
is NOT the same as buying the rights to use that song in a commercial, which he wants to do.
Simply buying a song for a buck or 2, does NOT allow you to use that song commercially in ANY way.

LIke you said…it's usually the drivers fault. People tend to drive super fast through those curves instead of the posted 50mph speed limit. That's pretty much all it would take…is for people to slow down and drive the limit for that small stretch of road. I've seen people fly by going at least 60-65 sometimes. Trucks especially need to stick to the posted speed.
Besides that…I don't know if there is much to be done. The road probably cannot be straightened. Drivers simply need to slow down.
